Karabulak Process and Transparency
Statement from the “Civic Assistance” Committee
Since September 2011, in the Karabulak Regional Court the trial has been taking place of the former senior detective of special cases at the Center to Combat Extremism of Criminal Police in the Ministry of Interior of the Republic of Ingushetia, Ilias Nalgiev, in connection with crimes committed under items A, B and C part 3 article 286, item A part 3 article 111, part 1 article 286, part 2 article 325, item C part 3 article 226, item C part 3 article 286 and part 3 article 285 of the Criminal Code of the Russian Federation, and of the former head of the Karabulak Regional Police Department, Nazir Guliev, in connection with crimes committed under part 3 article 327, part 1 article 286, item A part 3 article 286 and part 3 article 285 of the Criminal Code of the Russian Federation.
Recently, several participants in the process have expressed dissatisfaction that the process has been reported in detail on the Internet. In this regard, the “Civic Assistance” Committee considers it necessary to make a statement.
The Committee believes that the trial of I. Nalgiev and N. Guliev is of great public importance, and, for that reason, has from the very beginning constantly been monitoring the trial in the form of audio-recordings, which it uses for its reports on the trial on its website “Civic Assistance”, and in other Internet publications. This activity is conducted in full accordance with the law. Part 5 article 241 of the Code of Criminal Procedure of the Russian Federation reads:
“Persons taking part in a public hearing have the right to make audio and written recordings. The taking of photographs, video recordings and/or filming may be conducted with the permission of the person presiding over the hearing. The law does not stipulate as to the need to obtain permission to take audio-recordings.”
The Committee intends to continue its monitoring and coverage of the trial in the media and considers as unacceptable any attempts to disrupt this important, legal and socially significant activity.
