Ingushetia: Migrants Ready to Leave Areas of Compact Settlement If the Authorities Provide Them With Temporary Accommodation  

On March 14, 2012, the representatives of the HRC “Memorial” in Nazran city, Republic of Ingushetia, were contacted by Roiza Dolakova, janitor of the areas of compact settlement “Detskyi Sad” and “Ryabinka” located on the former kindergarten territories in the town of Karabulak, Ingushetia. There are 300 forced migrants (or 70 families) from the Republic of North-Ossetia-Alania and the Chechen Republic. Roiza Dolakova passed on a statement from the inhabitants of the settlements to the human rights organizations. They are seeking help in protecting their rights.

According to the statement on February 25, they received notifications from Karabulak administration representatives, saying that all inhabitants must leave the settlement before April 10. Furthermore, Ingushetian authorities were ready to supply 5000 roubles per month per family from the budget of the Republic for the rental of accommodation. The migrants are to find accommodation on their own, conclude rental contracts and provide Karabulak administration with account details for transferring payments. This must be done before April, 10.
Mind you that on September 8, 2011, a conference dedicated to the question of liquidation of compact settlement areas was held in Magas city, Ingushetia, under the chairmanship of Yu.-B. Evkurov, the Head of the Republic. It resulted in the protocol according to which the Ministry of Finances of Ingushetia must supply the settlement inhabitants with funds for renting temporary accommodation: officially recognized forced migrants are to receive 5000 roubles per month for rental purposes throughout the year; those who lack the status are to receive the rental funds during only seven months. The Ministry of National Policy is assigned to raise public awareness among the migrants from the Chechen Republic concerning the inability of solving their housing question by Ingushetian authorities (see: http://www.memo.ru/hr/hotpoints/caucas1/msg/2011/09/m262930.htm -  Russian).

Meanwhile migrants complain that the money provided by the government is not enough. The rental-accommodation market in Ingushetia is rather small and the prices on the average exceed 5000 roubles. The migrants cannot pay the difference out of their own pockets. Their attempts of renting accommodation end in failure.

The migrants are ready to leave the areas of compact settlement under the condition that the government of Ingushetia takes responsibility for providing them with temporary accommodation.
