Kabardino-Balkariya: a Local Abducted near Police Department
in Tyrnyauz
On September, 27, 2011, a resident of Baskanskiy district of the
Republic of Kabardino-Balkariya, Fatima Talovna Ulimbasheva,
addressed Human Rights Center Memorial with a written appeal. She
reported that on that day, between 12.30 and 1.30 p.m., her son,
Albert Auesovich Tutov, was abducted in Tyrnyauz, Elbrusskiy
district, KBR, across the street from the police department, near
the hairdresser’s salon.
When he was sitting on a bench near the salon, a white VAZ-21114
with no number plates and tinted windows drove up to him. Three
masked men in civic dress got out of the car, brought Tutov to the
ground, put a plastic bag on his head, put him into the car and took
him in unknown direction.
The relatives turned to the law-enforcement agencies and contracted
a lawyer for protecting Albert’s interests. They fear that he has
been abducted by the siloviks who would torture him.
