A Statement by Human Rights Council of Russia on Elections
of December, 4, 2011
Human Rights Council believes that currently the state of electoral
institutions of Russia does not conform to international obligations
undertaken by our country while the national legislation is being
violated.
Multiple facts of brutal violations during the pre-election campaign
(more than 5000 are registered at Violations map), a number of
reports in the media and on the Internet about forced voting and
direct forgery – re-written reports and submissions at electoral
wards. All of these indicate that the number of votes for “United
Russia”[Edinaya Rossiya] is significantly exaggerated while the
voices of real voters have been stolen.
Mathematical analysis of the voting results indicates that the scale
of forgery is large and distorted the results of the elections
significantly.
The election committees of all the levels, from Central Election
Commission (CEC RF) to district election committees, have
discredited themselves and should therefore be dismissed. The
forming principles of the election commissions should be changed.
Large-scale violations during the Russian elections of December, 4,
2011, discredited the state and can therefore lead to a major
crisis. The ongoing events are highly dangerous. There is only one
way to prevent civic standoff that is to eliminate the circumstances
under which the forgery became possible.
We are calling upon the Council of the President of the RF on civic
society development and human rights to support all the demands laid
out in the resolution of the meeting that took place at Bolotnaya
square on December, 10, 2011.
We are calling upon the Council of the President of the RF on civic
society development and human rights to support the following
demands as well:
- To form new election committees of all levels, by
including the representatives of the presidential candidates in the
commissions, and do not allow for the representatives of the
executive power to membership;
- To restore the right for civic observation, i.e., to
restore the institute of observers from civic organizations;
- To create a special Commission of Civic Trust for
investigation of violations during the Presidential elections in
State Duma. The representatives of all the parties that took part in
the elections could become members as well as the representatives of
the Council of the President on human rights, independent experts.
All the information on the violations should be consolidated so that
the commission could start functioning.
We call upon the parties who won parliamentary seats (KPRF,
Spravedlivaya Rossiya, LDPR) to immediately publish all the facts of
forgery and legislation abuse during the voting process and poll
that they have at their disposal, on the Internet sources that are
accessible by all the Russian citizens. We call upon these parties
to cooperate with the Commission for Civic Trust upon its creation.
We believe that it is necessary to consolidate the efforts of all of
those who aim for fair elections, and to create a coordinated
control system to ensure that the election legislation is respected
during the presidential and municipal elections on March, 4, 2012.
