FSB of Ingushetia Denies its Involvement in the Kidnapping
of Rustam Aushev
The Human Rights Center (HRC) “Memorial” reported about the
abduction of Rustam Alikhanovich Aushev happened on February 17,
2012 in the city of Mineralnye Vody (Stavropolsky Region). The
victim - born in 1988 and resident of the Republic of Ingushetia,
arrived by train to the city of Mineralnye Vody from Nazran on his
road to Brest (Belarus). From there, he wanted to go visit his
sister in Belgium. However he was kidnapped by unknown people,
allegedly officers of law enforcement agencies, and taken to an
indefinite place.

On March 13, his lawyer, Magomed Gandaur-Egi addressed to the HRC
“Memorial”. He declared that the Aushev’s relatives received a
certain telegram informing that “he was arrested on the railway
platform of the Mineralnye Vody by officers of the FSB General
Directorate for the Republic of Ingushetia (FSB RI) on February 17,
as reported on the border between Stavropolsky Krai and the
Kabardino-Balkarsky Republic”.
On March 7, the lawyer Gandaur-Egi addressed a request to the FSB
Directorate for the Republic of Ingusthetia in the city of Magas in
order to meet whit his client. His request was denied. A checkpoint
controller, after a telephone talk with an officer of the
investigative section, told the lawyer that Rustam Aushev was not
detained there and that they did not know about any criminal case
against him.
On March 29, some representatives of the Ingush FSB, at a special
briefing for journalists, denied any involvement of FSB officers in
the abduction of Aushev.

After the briefing an official press release was distributed :
“Various media published information, which does not correspond to
reality, about the abduction of Aushev Rustam Alikhanovich, resident
of the city Nazran and born in 1988, by officials of the General
Directorate of the Ingush FSB in the city of Mineralnye Vody. Those
publications were grounded in the declarations of Gandaur-Egi
Magomed, lawyer of the missing person, and in his addresses to human
right organizations “Civic Assistance” and “Memorial”, in which the
lawyer stated about the kidnapping of his client by the FSB for the
Republic of Ingushetia”.
In accordance with the mentioned facts the Directorate in
collaboration with relevant law enforcement agencies of the Republic
of Ingushetia carried out an examination of those declarations
concluding what follows:
no measures were undertaken by the Directorate of the FSB for the
Republic of Ingushetia to detain Aushev
the irresponsible statements Gandaur-Egi, lawyer of the victim, were
based on a telegram, received by Aushev’s relatives, sent from the
city of Essentuki and signed by “Kobeev - investigator for
particularly important cases”. The telegram reports false
information about the arrest of Aushev by officers of the FSB for
the Republic of Ingushetia.
No one named “Kobeev” has ever worked in the FSB Directorates for
Stavropolsky region and the Republic of Ingushetia. The telegram was
stamped by a civic organization without relation either to state
bodies or law enforcement agencies of the Russian Federation.
Gandaur-Egi requested to the Directorate of the FSB for the Republic
of Ingushetia to meet with Aushev and was answered that the latter
was not detained by the officers of the agency. Gandaur-Egi diffused
false information about the involvement of FSB officers in this
accident nonetheless.
The Directorate of the FSB for the Republic of Ingushetia officially
stated that the officers of the Directorate did not take part in the
detention of Aushev, born in 1988, and do not have information on
his whereabouts. Consequently the Directorate with other law
enforcement agencies have undertaken measures to search for him.
The actions of Gandaur-Egi, i.e. the diffusion of false information
about the involvement of officers of the FSB for the Republic of
Ingushetia in the abduction of Aushev, will be legally analyzed.
On addition, the Directorate expresses concern about the violations
of generally accepted principles of the journalist activity and the
disregard for the journalistic ethics norms by employees of
information agencies, that diffused false information, on the sole
basis of the irresponsible statements of the lawyer Gandaur-Egi”

The whereabouts of Rustam Aushev have not been established yet.
