Google Apps Email is based on Gmail and uses the same technology as
Gmail for spam filtering. If an incoming message qualifies as spam, it
will be routed to the 'Spam' label.
If you receive mail that isn't spam in your 'Spam' lable, you can move
it to your inbox by clicking 'Not spam.'
Based on your description, I don't know if you're sending mail from a
Google Apps Email account or from an external email account. If your
users continue to click 'Not spam,' new mail will eventually arrive in
the inbox.
