List owner rules

These rules are designed to serve as guidelines for list owners. They
can obviously be changed at any time by the list owners, but it is our
hope that their spirit will be preserved.
The goals of the list owners are to ensure the preservation of the list and
its archives, and to ensure that the list remains accessible to as many
people as possible as easily as possible.

List owners serve a three-year term starting on April 1. List owners
are on staggered terms, so that each year one list owner will end a
term and new election must be held. There is no limit to the number of
terms a person may serve as list owner.
The three list owners must agree unanimously before a new list owner
can be appointed. If no agreement can be reached, the term of the list
owner whose term is ending will be extended until a replacement can be
found.

All moderators serve one-year terms starting on May 1. New moderators are
invited and appointed by the list owners in April. All list members are
welcome to make recommendations, or to suggest that particular people not be
made list owners. Such suggestions and comments should, if possible, be
directed to the list owners.
In principle, each list owner can recommend one moderator, but moderators
require majority approval of the list owners to be appointed, and a
moderator can be "fired" at any time by majority vote of the list owners.
The number of moderators is not fixed, but three has been found to be a good
number.

Major decisions require majority agreement by the list owners. In
major votes (where any two list owners believe that the vote is a
major issue), all list owners must vote; if a list owner does not vote
within five days that person's vote is automatically assumed to be an
abstention.
