A directive (shireisho) relating to grounds for rejection of a patent application finishes with the sentence:
 
この期間内に届出がないときは、特許法第39条第8項の規定により協議が成立しなかったものとみなします。
 
This is presumably a standard form of words, with which I am unfortunately unfamiliar. In particular, I am not sure how to handle 成立 here. My tentative translation reads as follows, but I would be grateful for better informed guidance:
 
If there is no submission within this period, it will be considered that discussions under the provisions of Patent Law Article 39, § 8 were not applicable.

I believe that 協議が成立しなかった usually means that no agreement has been
reached.

The Glova online dictionary is particularly useful for legal
translations. Just type 協議が成立 into http://trans.glova.jp/index.php,
select the 和英 radio button, and select 無効 for 形態素解析. You should get a
long list of similar sentences with impressive-looking translations.
