Use of mei (name) [Q]

In the same set of patent office actions, I am not sure about the use of 名 in the following:

 

この通知書と同日に発送した特許庁長官名による指令書に記載した届出がないときは、

 

At present I have translated it as "in the name of", thus:

 

if there is no submission as stated in the directive in the name of the commissioner of the patent office, sent on the same date as this notice,

 

Maybe "on behalf of" would be better, or "issued on behalf of" or something completely different. Glova seems silent on the matter. Once again, comments and/or correction would be most welcome.
