Why not create a web app that can be tied to smart phones to allow you
to unlock. You get to the building your phone then gets access to a
wifi network that uses tacas or radius to auth you to the wifi network
that hosts a webapp that controls a few arduino's that control door
locks. I'll volunteer an aurdino for that project. Same app could
later tie into ip cams to allow users access to the cameras to unlock
the door for others when they have guest. This system wouldn't
require any equipment outside to get vandalized or damaged by rain.

When you want to remove someones access, remove from them from radius
system or a central ldap system that radius and webapp query from.

Always have the system on manual locks also incase of power outage.
That type of system would scale huge without requiring more money for
each person you add to it and could be much easier to audit access
for.

Just a thought.
