Change behavior of the "application context menu" key?

I have a new keyboard which unfortunately has not windows key on the
right side of the space bar. It does have the useless "menu" key
there, though. I would like to use Hoekey to translate the menu key
into a windows keypress. Is this possible?

According to the Hoekey web page, the menu key is coded as number 18.
I tried this:

18=keys|\w

which did nothing. Then I tried:

18=keys|a

just to see if I had the syntax right. This does nothing to change
the default behavior of the menu key.

Any ideas?
