CHARTER: hk.binaries.photo.horse hk.binaries.photo.horse is a newsgroup
for binary files of any photograph which are about photography. The
files are need to conform the below details.

<a> Those who post the photographs must be the copyright
owner, or have attained approval of the copyright owner
beforehand
<b> Posting is subject to the current HK Law on copyright,
publishing and information technology. The user is
responsible for anything he/she posts.
<c> Pornography materials is prohibited. Whenever any other
5 or more users judge the picture is pornography, any
users may request to delete the posting without approval
from original poster.
<d> No commercial promotion and smoking promotion.
<e> No "cross post" in this group.
<f> Post horse photo in this group.
<g> Post the Derby horse photo.
<h> Post petty horse photo.
<i> Do not post other or sex photo.
PROCEDURE:
This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue for
14 days (starting and end dates will be filled in by moderators when
they post this article to hk.newsgroups.announce). All discussion
should be posted to hk.newsgroups.discuss.
After the discussion ends, if a majority opinion comes out, the
proponent of this RFD may email a Request for Votes message to a
neutral vote taker (Vote-...@comp.hkbu.edu.hk). Upon checking that
