HeuristicLab 3.3.exe not working in windows 7

I first download downloaded "HeuristicLab 3.3.6 binaries for 32 bit
systems"
After extracting the HeuristicLab ZIP archive from this page, double
click on the file HeuristicLab 3.3.exe But it does not start

"Microsoft .NET Framework 4.0 Full Version" package is too installed
on the system.

What is the problem ?

Error message is not displayed.
Does not happen when I double click on the file HeuristicLab 3.3.exe

I'm sorry to hear that HeuristicLab does not work on your box. It is very
strange that nothing happens at all when you try to start it, and makes it
difficult to debug your problem.
The .NET framework 4.5 developer preview is not required to run
HeuristicLab; .NET version 4.0 is sufficient.
Up to now we experienced no problems on windows 7 as we also develop
HeuristicLab on Windows Vista and Windows 7 machines. Maybe HeuristicLab
does not work with the language and country settings on your system,
however, this is only a wild guess based on the limited information I have
so far.

Please try to download and run the AnyCPU build [1]. It should work on x86
and x64 systems.

If still nothing happens, could you please try to run HeuristicLab 3.3.exe
from the console, maybe an error message is displayed on the console.
