Identify domain expert, business plan is not about management that some guy will come and get everything right.

Identify why you want a business plan, then what is your industry, sector... Are there any specific areas that you want to get addressed. And accordingly identify a person who can help you.

I can help you with guiding on how to create business plan in a general manner. For more I would like to know about your industry to decide if I can be of any help or not.
