I bought a electric frying pan for solder reflow but the dial only
goes to 400 degrees Fahrenheit. Is this going to be hot enough, or do
I need to return it and look for something hotter? Thanks.

I do re flow soldering in a toaster oven its max temp is 450.  

The toaster oven is enclosed so I do not know how the open air will affect your attempts.

I'm using the same thing. It works, but I really prefer hot air where an iron can't go.
