The IPO intends to engage a single, separate Integrator to integrate the multiple COTS products for iEHR. This Integration contract shall capture the tasks necessary to fully integrate separate development components with the full range of the iEHR Systems, and the new joint DoD/VA Enterprise Architecture.

The iEHR will have approximately 56 clinical capabilities, which will each be put ,out for bid.
It makes perfect sense that the government hire an integrator to insure iEHR does NOT result in 56 stovepipe solutions.
The government considers Open Source as COTS, from an acquisition point of view.
There is no reason an Open Source developer or integrator not bid on the Request for Proposals.
The government’s criteria will be “in the best interest/value to the government” from a total lifecycle cost perspective.
In the case of First Databank, the DoD and VA both already use First Data Bank for Medical-Legal reasons related to drug interaction Clinical Decision Support
The government wishes to continue to use the First Databank services within the iEHR system
