Know where I can get a GPS Tracker that uses GPRS (or failing that build one from some off the shelf components). my requirements are;
1. low power consumption 2. low dollar consumption ;-)

Those are almost but not quite requirements – I'd say they are more design principles. Have you got quantifiable constraints?
Arguably an iPhone 1st gen with a gps tracker app qualifies.

How about a Raspberry Pi, 3G USB stick and a GPS connected either
through GPIO port or USB? should be ~100 USD
Or Arduino/GSM Modem/GPS, probably slightly more expensive but can be
programmes closer to the hardware without need of drivers, etc.
