create-plugin.php

I just created a small CLI based PHP script to create plugins. Check it out
at http://habari.pastebin.ca/784960
Basically you do a 'php create-plugin.php test >> test.php' and it will
create a basic plugin structure for you to expand on.

Not sure how useful it'll be, but if someone wants to grab it and find a
proper home for it, feel free to do so.

I couldn't resist the meta-ness of making this a plugin creation
plugin as my first plugin. Probably useless but it was fun and taught
me about plugins.

The created plugins are owned by the server. There is no validation
and it doesn't check if the plugin can actually be created.

Oh, there is UUID builtin. Cool!

That was the reason I didn't just put the CLI version into -contrib, wasn't
sure about the license for code in comments on php.net.

As for the Plugin to Create Plugins, well, that's pretty much the most
useless thing I've seen in a long time ;-)
