Plugin Path Storage

Is there a reason that Habari stores the absolute path to active
plugins rather than either

a. the path relative to Habari's base location
b. just the plugin's directory name, similar to how the active theme
is stored

Either a or b would make it easier to move Habari, either when
changing hosts, or when moving between a local install and a web
install, especially if one neglects or forgets to deactivate the
plugins.
