It's definitely doable, especially via something like cron. One question though, could you instead have a drag an drop solution that creates posts, or does it have to be a folder based approach?

You might want to look into the Habaribox plugin (http://github.com/habari-extras/habaribox), which has some slightly similar functionality around text posts.
