Dyanmically adding panels using HorizontalLayout

If I dynamically add panels to a Panel that uses the HorizontalLayout
then the new Panels aren't visible. If the parent panel uses the
ColumnLayout then they are.

Apart from the difference in layout there is no difference in the
code. Should HorizontalLayout be able to support adding Panels
dynamically? I have been calling doLayout on the parent after adding
the panels.
