I've replied back to Paul directly.

The plugin takes care of attempting to display the embedded advert, so
failure to display an advert is either an issue with the adverts
themselves or an issue with the plugin. We'll always take that into
account when reviewing whether you are keeping to the terms and
conditions, so it shouldn't be an issue.
