I need to open the OAuth signin window in Safari instead of WebView. Has
anyone done this before, and could let me know where the code changes
should be made?

The gtm-oauth library is designed pretty fundamentally to support
WebView-based sign in. You can perhaps reuse code from the library's
authentication class, but all user and browser interaction code would need
to be new.
