Agency ids in fare_rules.txt

I propose that agency_id by added as an optional column in
fare_rules.txt.

When a feed contains routes from two agencies, it is presently
impossible to distinguish which route_id=1 a fare rule refers to. In
some cases, it is possible to infer it, but in others, the same route id
might appear in two different agencies. If we added an agency_id to
fares.txt, this problem would be corrected.

I wonder if this is necessary.  route_ids are supposed to be unique within a GTFS dataset so this shouldn't be a problem with correctly-formed GTFS.

Oh, I see. Yeah, given that, agency_id isn't necessary.

Looks like there might be a minor bug in the GTFS library I use, tho.
