Proposal: add service_id to fare_attributes.txt

At TriMet, our transfer duration varies by day of week. Transfers are
good for 1 hour on weekdays, 2 hours on weekends. By adding service_id
as an optional field in fare_attributes.txt, we could more accurately
define our transfer duration.

This sounds like a sensible proposal that would help you represent
your system more accurately. What do you think about putting the
service_id restriction in fare_rules.txt alongside the other rules for
filtering eligible fares?

We at CTA have a proposed fare change going into effect that would
implement time-based fares, for example a higher fare on our rail
system during the weekday rush periods. I suggest this be included as
well.

That works for me. I will work on adding service_id to the
fare_rules.txt in our next feed for testing.
