What I'm going to say applies equally to you and to any other students
on this list.
Students should contact mentors for the project that they are interested
in as soon as possible to begin discussing your project.
Project ideas should all be listed here:

and project mentors should be named in the ideas pages.
Also, as a student, you'll need to sign up for a melange account here:
http://www.google-melange.com/gsoc/org/google/gsoc2013/rproject
and post your application. Please pay careful attention to the
instructions in the application template.
The student application period closes this Friday. That's TOMORROW. You
need to have a credible application in melange by this time, or your
application will likely be downvoted by the mentors and will not get a slot.
As the slot allocation period progresses, you may be asked to add more
information to your application. If this happens, please address any
questions from R project mentors as expeditiously as you can.
Google has somewhat extended the timelines for slot awards this year,
and the behind the scenes process is longer this year than in prior years.
Students will be notified on May 31st by Google whether their
application was accepted/rejected.
