The contact page has this in the source code:

<meta name="robots" content="noindex, nofollow" />

That's why it's not going to ever get included in a sitemap, nor get indexed.

The link above it and below it will always appear in the sitemap. But the contact us page is always excluded.  This happens to all of my sites, which all are zencart based.

Try crawling it yourself to see what I mean.
