例えば、「年末年始」で検索したときには、そのキーワードを含むページがヒットしますが、
キーワードを「末年」としたときには、何もヒット出来ませんでした。
恐らく「年末」と「年始」でインデックスを張っているからだと思います。

これを「末年」でヒットさせるようにすることは可能でしょうか。

確かに各キーワードはよく使われる単語への分割を行ってからインデックスされます。
よって、仰った通りの動作が現れます。

「末年」でヒットさせるには、拡張クエリで「年末年始」＝「末年」といったエントリーを登録をする方法があります。そうしますと、「末年」で検索する
と、「年末年始」を含むページがヒットします。
詳細に関しましては、管理コンソールの「検索表示設定と認証 >クエリ拡張」をご参照ください。

また、「末」と「年」の間にスペースを入れてから検索するのもヒットするかもしれません。
