i just bought & downloaded growl from the mac app store. i see in the screenshots on the growl web site that there is supposed to be a toolbar in the preferences pane. but, on my system, there is no toolbar at all. could there be a system-wide setting that is causing the preferences pane to not show these tabs?
The preference pane is only for the older version of Growl <= 1.2. The new version from the app store is a standalone application. Just open it up and you will get a little bear paw menu item in your menu bar that you can click on for options.

I think Shaheen and I have the same problem, actually. I've uninstalled Growl 1.2 and installed 1.3.2 and opened the new dedicated preferences window only to find that there is no toolbar with other panes: only what I assume is the "General" pane, which looks like this:
