One thing you could try is to enable some logging to see what is being
sent from the app. The instructions are here:

Once you do that, you can see if the log files contain the correct
characters or not. If they do, then the problem is definitely with
Growl or the display being used. If the log files show unreadable
characters, then the problem is upstream, probably with the plugin
that is sending the notifications from Skype.
Try that out and let me know what you find.
