The notify.io service was shut down awhile ago, specifically the portion that let listeners listen for notifications, so GfW will never be able to connect to the service to receive the notifications. At one point, the notify.io developer said he planned to revive the service at some unknown point in the future, but I havent heard/seen any progress for a long time.
