System & Hardware Notifications feature request: notify when a specific file is closed

Hello,

I use a couple of freeware programs that currently don't provide GFW
support, and I've written to the authors but haven't got a reply (in
one case, more than a year has gone by) so I'm wondering if System &
Hardware Notifications could be changed to allow specifying an
application name, and a file name, and give a notification when the
running application has closed the file? Process Explorer is able to
query Windows for this info so I know it's possible to do somehow. :D

The reason for the request is so I can set GFW to send me a
notification when long processing times for these freeware apps are
done.
