Elena Borisovna Zhemkova, executive director of Russia's Memorial Society is
among the top Russian NGO leaders today. Since the 1980s, she has worked to
build the organization's membership and profile as one of largest and
best-known civic organizations in Russia, designing and managing programs on
historical research, school education, human rights, reparations, and
cross-border dialogue.
Memorial is a movement which arose in the years of perestroika, attempting
to uncover and preserve the memory of society of the severe political
persecution of the Soviet era and prevent its recurrence in the present.
Today, the organization has chapters throughout Russia and affiliations with
similar organizations in Ukraine, Kazakhstan, Latvia and Georgia.
Memorial works on a range of human rights issues, specialized research, and
public education. It also maintains a museum, documents repository, and
libraries.
Recently, Elena has been deeply involved in responding to challenges to her
organization and civil society in general from the new, more restrictive NGO
