FACT FINDING REPORT OF AZAD AND HEMA CHANDRA PANDE ENCONTERPUCL,AP unit had visited the site of the fake encounter located at the forest as a fact finding team on, from 9-7-2010 to 10-7-2010. The committee consisting jaya vindhyala, General Secretary, Muthyalu Yadav, Vice President of the Twin Cities, prakash, Convenor of Vishakapatnam district, chinna prakash, Member of Adilabad District.We reached the site of encounter in the thick forest on the hill after approximately walking fifteen kilo meters along with two local people whose names are SEKU of Marepalli village, nearer to Sarkepalli Mandel and Soyam Baaric, Village Head of Velingondhra and he is the one who carried the bodies of Azaad and Hema Chandra Pande from hill.When we enquired about this encounter, we have to know that.......The sorrunding villages people were told us----1. The 1st, July, 2010 evening itself, the police officials visited borders of Kareemnagar and Adilabad districts. In Karimnagar, the area had severe rainfall , so the weather did not cooperate for the encounter plan, so it was shifted to Adilabad. this plan was completed in the early hours of 2nd July, of 2010.2. From 29th of June, 2010 to 3rd July of 2010 WANKIDI Police Station of Adilabad District was busy with higher officials, like District Collector, District Superintendent of Police, from DGP OFFICE(DGP), SIB INCHARGE, OFFICIALS OF LAW AND ORDER,
A meeting of the members of encounter specialists was held in the Sarkepally and Jogapur forests of the Wankidi mandal. They planned the fake encounter of Cherukuri Raj Kumar alias Azad and the journalist Hema Chander Pandey . They also planned, that this encounter was planned to take place in the forests of karimnagar , but due to the unfavourable conditions there, the site for encounter was shifted to forests of Wankidi .
The central government ie Mr Chidambaram then declared the 10,20,30 of the JULY month as the dates when peacetalks would take and asked the Maoists to convey their response on or before third of JULY, With regard to this decleration of the central government the maoist central committee member summoned a press meet with the journalist Hema Chandra Pandey face-to-face in the Nagpur city of the Maharastra state. Hema Chandra Pandey was already been under the observation of the police and they captured both of them. They were subjected to harassment by the police.There after a meeting was held which was attented by the officials of Home Ministry of AP state , the D.G.P, the dist. Collector, SIB WING and the S.P of the area and a decision was taken by them to kill Azad and Hema Chandra Pandey in the name of encounter. It is further found in our fact finding that the government has given crores oF rupees expend to this fake encounter, soon after this the maoist committee leader Azad and journalist Hema Chander Pandey was killed in the name of fake encounter in the forests of WankIdI of Adilabad dist. Where there is no maoist movement.
The people of the Wankidi region are tensed and subjected to fear that the situation in the region has turned to be sensitive and anything might happen in the region. They are saying that the police have snatched their rights and are questioning them that who gave them the rights to do this. The people are demanding that the central government and the state government should TAKE STEPS FOR talks with the Maoists and bring peace in the area.
AFTER THIS ENQUIRE WE ARRANGED A PRESS MEET IN WANKIDI AND WE DEMANDED THAT..
DEMANDS:
> To prosecute the police of D.G.P , Adilabad Dist. Collector, The S.P OF District and SIB wing who were involved in this fake encounter.
> We further questioned that which law permits them to kill people for money.
> The matter concerned with the encounters is pending before the Supreme Court and who has given the right to kill the people in the name of encounter. In a democratic country when such brutal killings are going on the public societies, the intellectuals ,the educationists will be forced to condomn the same.
> We further told that the government have moved a wrong step by killing Azad and Hema Chander Pande in the name of encounter when the situation is such that all the people of the country are demanding for peace talks with the Maoists .
> We further demanded that, the central government should order for enquire by expert committe for this encounter.
> We further demanded that, the government should take steps for ceasefire and talks.
