  What struck me the most was the statement that funds are intended to &lt;br&gt; cover startup costs only, yet the Gov. claims there will be no &lt;br&gt; additional cost to residents. Is there no support for the on-going &lt;br&gt; collection or processing costs? If not, what does the bottle-fee &lt;br&gt; money fund once all the startup costs are covered?

  FYI, &lt;br&gt; Jim Travers &lt;br&gt; ~~~~~~~~~~~~~~~~~ &lt;br&gt; SWANA submits comments on proposed CAA changes &lt;br&gt; Jan. 6 -- The Solid Waste Association of North America is concerned with a proposed federal rule that would subject a large number of solid waste disposal facilities, including landfills, to the Clean Air Act. &lt;br&gt; The U.S. Environmental Protection Agency’s proposed rule would cover facilities with emissions over 25,000 tons of carbon dioxide equivalents annually. The rule would require the sites to obtain permits and show they are using &amp;quot;best available control technologies&amp;quot; to minimize emissions, SWANA said.
