I personally think this is requires common sense versus strict rule
interpretation. By rule (NFHS, not NCAA), if you call 2
Unsportsmanlike (USC) penalties on the same player, the 2nd USC must
be ejection and a 3 min Un-releasable penalty. Therefore in the
example below, if you call an USC for the first flag ...then a 2nd
USC, technically, you would give a total of 4 min (1 min plus 3 min).
This seems a bit too much (from a practical perspective ...this is
what was actually administered in the game). Upon reflection, I
personally believe the better way to handle this would be to consider
the player's rant as a continuation of the first act and call a single
USC, but because of the severe conduct, eject him and give him a 3 min
USC.
FYI, USC fouls are non-releasable for the full-time by rule. We
(refs) do not (by rule) have the discretion to make the time non-
releasable.
