Kite/Captive Balloon Regulations in Singapore up for Review till July 12th

This month, the government of Singapore is reviewing their current regulations, and accepting public comment until July 12th.

They are proposing to raise the altitude cap for kites from 200 feet to 500 feet in designated safe areas.  They're looking to raise the captive balloon altitude to 290 feet (from 200) in designated safe areas, and lower it to 130 feet in others.  

I'd like to submit a comment suggesting that captive balloons should have the same altitude cap as kites in some areas, to permit better use of balloons in mapping there.  Does anyone have any thoughts on the process? Is it ok for a non-Singaporean to submit a comment?  Is anyone from Singapore on the list?

Being from an area that gets lots of outsider input (whether we want it or not), I'd tread carefully. The best thing to do would probably be to reach out to others in Singapore that might be commenting (do you know of any groups there that would have an interest in this?) and tag on to their submission.
