GPS averaging not working

After the latest update in my galaxy note android 4.04 it is not working
While averaging it is displaying the accuracy in meters but the Lat and long is not changing even if I move about 20m it is showing the same Lat long

I'm not sure what's going on, maybe the new software uses some kind of "static navigation" which means that coordinates doesn't change unless you are moving (typically in the car). Try moving with the phone quickly in random directions, that helped me few times.
