  Jacqueline Hackney (703) 305-6770 The General Services Administration,
  Federal Supply Service, Office & Scientific Equipment Center, hereby
  notifies interested parties of an intent to issue a Request for Proposal
  (RFP) in a negotiated procurement for providing the following services:
  (1) Surveying Production Services, (2) Mapping and Charting Production
  Services, (3) Photogrammetric Production Services and (4) Consolidated
  Services to cover all or any combination of task areas (1),(2), and (3).
  Offerors may respond to any or all of the four Task Areas. This
  procurement will be conducted in accordance with Federal Acquisition
  Regulation (FAR) Parts 15 and 16 utilizing Qualification-Based Selection
  Criteria and will result in a Multiple Award, Indefinite
  Delivery/Indefinite Quantity Contract against which task orders will be
  issued by individual ordering agencies. This procurement will implement
  a "Two Phase" selection process. In Phase One, the Government will
  evaluate technical proposals and select those offerors that are most
  highly qualified in all of the following four factors: Factor (1) --
  Technical Approach, Factor (2) -- Specialized Experience, Factor (3) --
  Capability to Perform and Factor (4) Past Performance. Only the most
  highly qualified offerors will be required to submit price proposals for
  Phase Two. Offerors may submit as part of their technical response to
  the RFP Standard Forms (SF) 254/255. Phase One of the technical
  evaluation process will be evaluated on a GO/NO GO basis. All work will
  be performed in accordance with the requirements set forth for test
  reports applicable to a quality system that complies with, or is
  equivalent to ANSI/ASQC Q 902 1194 (ISO9002) and deliverables. Product
  deliverables shall meet defined schedules. Task/delivery orders will
  require that the digital data be readable and fully operational with
  specified formats such as: USGS;ARC/UBFO; ERDAS; Microstation; Spatial
  Data Transfer Standards (SDTS); Vector Product Format (VPF). The Request
  for Proposal (RFP) will be issued on or about January 9, 1998. All
  interested parties may obtain a copy of the Request For Proposal (RFP)
  from GSA/FSS/FCGE 1941 Jefferson Davis Hwy., Room 503, Arlington,
  Virginia 22202, or fax your request to for a copy to the attention of
  Jacqueline Hackney or Anita Brooks at (703)305-5537. All requests for
  copies of the RFP must be received by noon, January 8, 1998. Those
  interested parties who responded to the sources sought notice issued on
  September 24, 1997, and contractors currently under FSS Schedule 66 II Q
  need not request a copy of the RFP as copies will be automatically made
  available. No Draft Solicitation will be issued as indicated in the
