synopsis is to amend the synopsis which was submitted to the Commerce
Business Daily on 14 November 1997 regarding solicitation
N00600-97-R-3903. All potential offerors are notified that issuance of
solicitation N00600-97-R-3903 is temporarily suspended until the
Contracting Officer determines whether the solicitation will be set-aside
for small businesses. The SIC code of the solicitation is 8744,
Facilities Support Management Services (Base Maintenance). The small
business size standard is $20 million. Responsible small businesses and
small disadvantaged businesses are requested to submit a technical
capability statement to: Ms. Cristina Gonzalez, FISC Norfolk Washington
Detachment, Washington Navy Yard, Building 200, 4th Floor, Washington, DC
20374-5014. Technical capability statements shall be limited to 15
written pages and shall include the size and classification of the
potential small business offeror. Technical capability statements are due
on 07 JAN 1998. If an adequate response is not received from responsible
small business concerns, as discussed in FAR 19.502-2(b), the
solicitation will be issued, without further notice, under full-and-open
competition. The technical capability statement shall address the
contractor's expertise in each of the following areas: (1) Facility
Management: Managing complex Consolidated Facilities Management (CFM)
Operations (include expertise in managing each of the function areas,
items (2) through (9) below); Managing subcontracts, including a child
care center contractor (include expertise with Maryland State Child Care
Regulations, Chapter 07), a comprehensive safety program, comprehensive
quality control program, and managing Government Furnished Property.
Providing maintenance engineering services, design engineering services,
environmental compliance and hazardous material management. Providing
qualified staff, all necessary supplies/materials/spare parts for
supporting large facilities (3.0 million combined square feet or larger).
Providing contingency operations (disaster, emergency, and strike), and
a technical reference library. (2) Operational Maintenance and Repair:
Providing operational and maintenance 24 hours a day, 7 days a week,
365/6 days a year. Maintaining, testing, inspecting, repairing and
operating the following systems: Mechanical (e.g. heating, ventilation),
Humidification, Air Conditioning, Cold Storage, Energy Management and
Control (programming, maintaining, operating, and repairing), High
Density Mobile and Fixed Shelving, Water Treatment, Plumbing, Security
System (programming, maintenance, repair), (Personnel maintaining the
Security System require a TOP SECRET clearance), Fire Detection and
Suppression, Radio and Communications, Electrical (including power
systems, electrical distribution and uninterrupted power supply), and
Elevators. Maintaining and repairing interior and exterior building
structures. Performing impact of Year 2000 requirements on site automated
operations and maintenance equipment. Operating, managing, revising,
updating, and maintaining QBIC (or proposed alternate) computer based
facilities management software and hardware. Updating facility as-built
record drawings in Mylar and AutoCad environments. Providing preventive
maintenance on large complex facilities, landscaping and grounds care,
and cafeteria and laboratory repair. (3) Material Supply and Support
Services: Managing and providing all material handling, loading dock
operations, contractor warehouse operations, Government warehouse
support, shipping, receiving, storage, disposal (including hazardous
materials), and records and documentation. Conducting inventory control
(including hazardous materials) and using automated systems (QPII and
DYNAMICS) to perform inventory control. (4) Child Care Center Operation:
Managing, providing oversight and accountability for subcontractor child
care operations. Ensuring National Academy of Early Childhood
accreditation, state licensing, compliance with U.S. Department of
Agriculture guidelines, American with Disabilities Act (ADA), staff
qualifications (in accordance with National Association for Education of
Young Children (NAEYC)). (5) Transportation Services: Providing
passenger shuttle bus service (minimum of two 30-passenger busses).
Busses must be of model year 1995 or newer, have radio equipment, and be
state or jurisdiction certified-inspected handicapped accessible.
Providing insurance ($5,000,000.00 liability), maintenance of vehicles,
and providing licensed, experienced safe drivers. (6) Housekeeping:
Providing custodial, refuse, and hazardous waste collection and disposal,
recycling services, and pest control services. (7) Physical Fitness
Center Operations: Managing and operating physical fitness center(s).
Providing fitness and health assessments, fitness programs. Providing an
experience director with a college degree in fitness education.
Providing repair and maintenance of exercise equipment. (8) Indefinite
Delivery Indefinite Quantity (IDIQ) work: Providing additional services
with minimal or advanced notice for minor repair work and alterations
over $2,500. Providing cost estimates for IDIQ services. (9) General
Support Services: Providing audio visual equipment operations and
maintenance. (0345)
