to issue a Request for Offer (RFO) for Landscape Services. The
contractor shall furnish all labor, supervision, equipment, and materials
necessary to provide landscape services in accordance with the
requirements specified herein. MSFC consists of approximately 1,841
acres, situated wholly within the confines of Redstone Arsenal. Within
this acreage there is approximately 90,000 square feet of plant and
landscape beds. This contract will include the maintenance of flowerbeds,
ground cover beds, shrubs, ornamental trees, and hedges. All services
provided shall be in compliance with NASA and Redstone Arsenal
regulations, paying particular concern with regards to erosion and
run-off control. The landscape services to be provided include
maintenance around the exterior of buildings where there are landscaped
beds and hedges, landscape design requirements and implementation as
required, soil analysis, vegetation control, care of plant beds including
cultivation, mulching, ground cover maintenance, fertilization, pruning
of ornamental trees, shrubs and hedges (ornamental trees include only
those in beds or hedge rows), irrigation of beds, integrated pest and
herbicide management in all landscaped areas, leaf and debris removal,
and services to perform special task to improve the appearance of the
landscape at MSFC. All work shall be performed in accordance with MSFC
Safety procedures to ensure safe conditions. Any landscape services
scheduled may be adjusted for special events, preparation for inclement
weather or recovery from any natural disaster. The contractor shall
maintain a Landscape Services Map that will delineate MSFC in its
entirety; coded to indicate the type of landscape service each parcel
requires. All collected remains from cutting, pruning, mulching,
vegetation and pest removal shall be transported to the Redstone Arsenal
Landfill or other approved designated areas. Work site is the George C.
Marshall Space Flight Center, AL. The standard industrial classification
code for this procurement is 0782. The period of performance in the
solicitation is one (1) year with four 1-year options. This is a Small
Business Set-Aside. The resulting contract will be a firm-fixed-price
performance based contract. All responsible business sources may submit
an offer that shall be considered by the agency. The anticipated release
date of the RFO is on or about December 15, 1999, with an anticipated
offer due date of on or about January 18, 2000. An ombudsman has been
appointed -- See Note"B: The solicitation and any documents related to
this procurement will be available over the Internet. These documents
will be in ASCII or RTF form and will reside on a World Wide Web (WWW)
server, which may be accessed using a WWW browser application. The WWW
