a full and open competitive Request for Offer (RFO) for NASA Student
Involvement Program (NSIP) support. This support shall include assisting
in the design, development, recommendation, and evaluation of innovative
educational programs and approaches that provide opportunities for
students and teachers in the K-12 grades to expand their knowledge of
science, mathematics, engineering, technology, and geography through
competitions that include actual or simulated problems or challenges of
"real world" science, mathematics, engineering, technology, and geography
activities. The activities may include hands-on or simulated experiences
in designing, flying, building, operating, and analyzing real aerospace
engineering and science experiments or exercises. Students participate
in all experiment phases from initial concept through analysis of the
data to the publication of the results. Where applicable, NASA may
provide opportunities for small experiments on balloons, rockets, the
Shuttle, or other testing platforms. The NSIP, formerly known as the
Space Science Student Involvement Program (SSIP), is a major national
education program sponsored by the Education Division at NASA
Headquarters. This procurement shall have a mandatory Small Disadvantaged
Business (SDB) goal of six (6) percent of the total contract value. A
cost-plus-fixed-fee contract with a 29-month basic period of performance
followed by two (2) 1-year options is contemplated. This procurement
utilizes the NASA MidRange Procurement Procedures described in NASA FAR
Supplement (NFS) Part 1871. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8999 and $5 Million, respectively. The DPAS Rating for this
procurement is DO-C9. All qualified responsible sources may submit an
offer which shall be considered by the agency. The anticipated release
date of the RFO is on or about January 9, 1998, with an anticipated offer
due date of on or about February 9, 1998. An ombudsman has been appointed

this procurement will be available over the Internet. These documents
will be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be

and amendments (if any). The intent of the NASA Acquisition Internet
Service (NAIS) Electronic Posting System (EPS) is to streamline the
procurement process by maximizing the use of automation. The goal is to
increase efficiency and reduce administrative burden on the Government
