  intends to issue a solicitation for 500 electric powered carrier route
  vehicles, with options for another 5,500 additional vehicles. Contract
  award is contingent upon funds approval. The supplier must have an
  established national service network capable of servicing and maintaining
  electric vehicles with minimum disruption to the Postal service's mission
  of delivering mail. Only suppliers who can provide assurance of trained
  technicians and available service facilities through an established
  national dealer network will be considered. The electric vehicle chassis
  (with exception of the right hand drive feature) must be in production
  and available commercially. Prospective suppliers are invited to submit
  proposals for a) providing new electric carrier route vehicles; b)
  converting gasoline long life vehicles to electric vehicles, or c)
  providing a full service electric vehicle lease with maintenance. The
  supplier will also be responsible for installation of charging stations
  at the post offices where the electric delivery vehicles will reside.
  Anticipated solicitation issuance date is late December, with proposals
  due by March 1, 1999. Contract award is planned for May 1999. Six test
  vehicles will be due within 90 days after award with production starting
  within 60 days of approval of the test vehicles and ending one year
