as far as i know, it's only a matter of having airlines publish their
data in GTFS format. In fact on (http://www.google.com/intl/en/landing/
transit/text.html) Japan is listed as having data published for "Rail,
domestic airlines and ferries".

so, please send feedback to individual airlines asking them to publish
schedules in GTFS format

A ton of airline route data is available from OpenFlights (http://
openflights.org/data.html#route), but lacking times. It's a starting
point though.
