On our start page for Google Education the students can add content.
From what I see there is no way to lock all three columns only the
first column. Today we noticed that some of the content available is
not appropriate for schools. There are a number of Naked Girl of the
day applets that student can add. Does anyone know if there is a way
to either make the content unavailable or to lock all three columns on
the start page?
Thanks for warning me of this. I have not yet introduced the system,
but I am banking on the fact that I can block the customise home page
url without it causing problems elsewhere.
To me it seems one of those things that Google will need to sort out
on the Education version of Aps.

We simply disabled the start page for Google App. The students go
directly to mail.

We also disabled the start page. I am now experimenting with
Protopage (http://protopage.com) You can set your widgets and
restrict it from further changes. There is also an option for Gmail
so you can have a prescribed number of emails showing on your start
page.

I spotted this issue as well just prior to rolling out - the gadgets
can also be added to Google Sites so watch for that too. We have
bypassed the Sites and iGoogle services and jump straight to Docs and
GMail. I have contacted Google about this - pretty vital thing to
resolve for them as it could turn many many teachers away from the
service. Also if it is looked at in an obtuse way it could create some
very bad press for Google.
I hope they can sort it out. Not banking on anything soon mind you.
