Funny. They are providing Pay Per Click but since they charge a flat
rate (which I am sure is based upon how much it cost to meet the PPC
requirements to stay in the top 3 positions) and saying it is not PPC.
I suppose it could be fraud since they are saying it is not Pay Per
Click but it may skirt the fraud issue by charging a flat fee to the
client. They are marketing to the naive and those who are unfamiliar
with how SEM works. I am sure there a plenty of people out there who
will fall for this though.
