you must first obtain Google's written consent."

But do not state how to obtain written consent. Can anyone tell me who
I would need to contact?

Don't get your hopes up, though. I'm not certain that anyone at Google
even reads those emails (or this newsgroup, for that matter). And I'm
pretty sure they aren't handing out commercial licenses these days.
