This may be stupid question but I'll ask it. I would really to use GV
API particularly the Motion Chart for my company's data. But I am not
comfortable with leaving confidential information online. So my
question: Does Google have any plans to create a web server
implementation of GV API and other APIs to allow a company to store
information in house? Or is there a way to license the code Chart API
code so that I can implement the code in my company?

If none of these options are available is there alternative product I
can purchase that has the same functionality and ease of use?

We're planning to implement the Google Visualization API
for inhouse applications soon.

I think we could build an open source project that
hosts Google Visualization API as J2EE Web Application(war),
which can be deployed on various containers like Tomcat/JBoss/
GlassFish.

This is a common request: use visualizations not on online
spreadsheets, even not in gadgets. We are actively working to address
this need, and we will have some improvements coming up soon. I can't
be more specific on exact dates.
