can two or more get assigned or choose the same idea for implemetation?
Can we suggest our own ideas and implement them?

I guess this program is for individual contribution to the community.
About ideas, if it is about ideas in the project, follow the link here

But of course they can work voluntarily at any time (together or alone)...
For example, I already was an Inkscape voluntary developer before GSoC08 and continue to be so nowadays.
Let's not depend so much on funding to do our collaborative work.

I would like to second this sentiment. I actually got involved with
Avogadro and Kalzium during the application period and began
submitting some patches. That was way back in 2007, then I did my GSoC
project and continue being a very active developer in these projects
to this day.

Google really helped me out by enabling me to spend most of my time
during the summer coding. I think what Google do for open source is
pretty amazing, but people should not lose sight of the fact that they
can contribute to open source in their spare time, in whatever
capacity they choose.
