If GSOC 2013 happens (no guarantee), the timeline will be approximately
the same. Get involved NOW with organizations you are interested in
and have your proposal ideas fleshed out at least a month before this
year's deadline. That way if it happens, you will be prepared.
But the key is to get involved anyway. This shouldn't all be about the
money -- do it for the love of the project. That's what makes it
really worth your time investment.

Google doesn't usually pre-announce things. If there is another GSoC,
expect an announcement in February/March of 2013.
If you're asking as a student: You don't need GSoC to join an open
source project. Find one that interests you and see where you can
help. You could start with the list of accepted organizations for this
and previous year's GSoC. Visit their homepages - they usually have a
"getting started" guide somewhere.
This could also give you an advantage and a head-start for future
incarnations of GSoC (should Google decide to run the program again),
since you're familiar with working in an open source project by then.
I really do not understand this program. My son has an idea to get on
paper. Who gets "credit" or financial benefit from working on the
projects? I what him to get money for his idea.

If you're asking about Google Summer of Code, the student gets the "credit"
and financial benefit from participating when and if his/her application
for the program is accepted and he/she completes the project. You're
welcome to look over the FAQ [1] for more info on this year's program
(which is already running).

if we wish after the GSOC period is over can we get in the development

Then you'll want to follow up with orgs working on projects that interest
you to volunteer as a developer. It will have nothing to do with GSoC, which
is a student program, but you can use GSoC as a list of open source orgs
that you might get involved with.
